Those are forms filed with the Secretary of State to obtain permission to have heavey equipment, and operate it. Either the code enforcment officer didn't know what they were, or, he didn't care.

It was a civil financial matter that could have been handled through the courts with liens. He didn't need to be there, obviously. Javier was right, they were in control of his property without his permission.

They could have produced afficdavits saying they knew who he was, obviously, and he refused to sign. It would have carried the same weight in court.
